Water Rates

Residential Rates

$130.00/month flat rate for residential customers. (Effective as of May 1, 2023)

New residents must fill out a Residential Water Service Application and provide a $150.00 deposit in order to have water turned on.
The $150.00 deposit will be credited to your account upon 1-year of good standing (No missed payments for 12 months) otherwise the deposit is forfeit.

Please contact us if you are a new resident looking to have water service connected or turned on after moving in.


In the event of residential water shut-off for non-payment, a $50.00 non-refundable deposit plus all outstanding monies will be required before reconnection.

Commercial Rates

$260.00/month flat rate + metered overages based on meter size. (Effective as of May 1, 2023)

New commercial accounts must fill out a Commercial Water Service Application and provide a $300.00 deposit in order to have water turned on.
The $300.00 deposit will be credited to your account upon 1-year of good standing (No missed payments for 12 months) otherwise the deposit is forfeit.


In the event of commercial water shut-off for non-payment, a $150.00 non-refundable deposit, plus all outstanding monies will be required before reconnection.

Overages will be charged at $12.00 per 100 cubic feet(748 Gallons).

*In the event the Customer exceeds the MMV for two consecutive calendar months or three calendar months within a calendar year, the District can require the Customer to purchase a larger meter and to pay the connection fee for same.

Connection Fees

In the event that a new property/building is being connected to our water system or if a connection is frequently exceeding its MMV, the following connection fees apply depending on the required meter size determined by ELPUD's contracted Engineer.




Additional Fees/Penalties

Late fees are charged at $15.00 each billing cycle for 1 month(30 Days) or more of late payments. Late fees continue to accrue until the account is brought current.

Delinquent accounts are also subject to Liens being placed against the real property served and/or water service shutoff.

Water Shutoff/Restoration due to delinquency:
Residential - $50.00
Commercial - $150.00

Any person observed taking water illegally will be subject to fine(s) up to $1000.00 + estimated water usage. Example: taking bulk water from any fire hydrant or filling bulk containers/trucks without a signed contract and meter, stealing water from a neighboring or vacant lot.
